Roy Lipner

President, Chief Executive Officer, and Chairman of the Board

Roy Lipner joined Questar Assessment, Inc., in November 2007 and became President and Chief Executive Officer in April 2008. In July 2011, he assumed the role of Chairman of the Board of Directors. Mr. Lipner has led a number of businesses in the assessment and education industry, including K–12, adult professional development, and continuing education.
Previously, he was President and Chief Executive Officer at Kaplan Professional Publishing and Education, a division of The Washington Post. Here, he oversaw testing, test preparation, adult continuing education, and professional certification services, as well as the rapid growth of the division’s professional licensing, continuing education, and publishing businesses. In addition to the Professional Publishing and Education division, Mr. Lipner concurrently served as Chief Operating Officer for the Kaplan Financial business unit.
Prior to joining Kaplan, Mr. Lipner was Vice President of the Workforce Development division of The McGraw-Hill Companies. When the division was later sold to National Computer Systems (now Pearson), Mr. Lipner successfully integrated the two businesses and formed the Workforce Assessments and Testing division. He was instrumental in the development of key technologies to automatically score assessments, and established multi-year licensing programs which fostered client retention as well as better revenue predictability.
He earned a Master’s degree in Business Administration in Marketing/Management from Nova Southeastern University and a Bachelor of Arts degree in International Relations and Management from Florida International University.
