Desktop Support Specialist - Apple Valley, MN

SUMMARY

This position assists staff and clients with technical support of desktop computers, applications, and related Technologies on a day to day basis either onsite or remote within the business environment. The position’s responsibilities require independent analyses, communications and problem solving skills. Support involves delivery of hands on training, consultation, instruction and trouble-shooting of computer hardware, software, network and computer related systems and peripheral devices. Conducts Help Desk support over the phone through chat services or via remote desktop support applications as well as in person; other responsibilities involve but are not limited to: specification, documentation, testing of computer systems, computer network connectivity, printer setup and repairs, audio/visual equipment, recommends hardware and software acquisitions and upgrades, vendor relations, telephones, and mobile devices. This position ensures the effective operation of all systems. Work is performed with little supervision and requires initiative and judgment.

Responsibilities:

  • Developing centralized, efficient methods for managing end user systems to minimize downtime and hands on visits to workstations, including the use of products similar to Microsoft’s System Center used for software distribution.
  • Analyzing system architecture, planning and implementing more efficient and effective client device management practices.
  • Supporting the review of system architecture and recommending improvements to service delivery.
  • Managing various user accounts such as Windows domain, email, IM and calendar, ensuring that the appropriate levels of security are maintained while enabling users to complete their work effectively.

Required:

Education Requirements:

  • Bachelor’s degree and/or equivalent experience/training.

Minimum Experience, Knowledge, Skill and Ability Requirements:

  • Thorough knowledge of desktop and business/technical support systems.
  • Competency with managing client and server devices in a Microsoft Windows domain, utilizing at minimum these tools: MS Active Directory, MS Group Policy, MS File Services, MS Print Services.
  • Experience applying industry best practices (e.g.,NIST, SANS, and CIS) for securing client devices, including group policies, certificates, client firewall configuration and anti-malware applications.
  • Ability to efficiently manage the deployment of a significant number of desktops/laptops using industry standard tools, like Symantec Ghost, MS Systems Center, Shavlik, or similar to minimize trouble calls, security risks, and in-person visits to workstations.
  • Strong interpersonal skills in order to work with both technical and nontechnical personnel at various levels in the organization.
  • Intermediate level Windows and Linux system administration skills.

SUMMARY

Questar Assessment, Inc. has a Business Analyst position available at our corporate office in Apple Valley, MN. The IT Business Analyst is accountable for managing one or more external client and/or software development projects. The individual is responsible for accurate, successful, and on-time delivery of all milestones related to a project, all requirements documentation, project management (including scheduling) and oversight of the SDLC (software development lifecycle). The position reports to the Director of Project Analysis and Quality Assurance.

Responsibilities:

  • Support the gathering and documentation of requirements needed to implement successful external client and/or software development projects
  • Elicit requirements using interviews, analysis of scope documents, business process descriptions, business analysis, task and workflow analysis
  • Critically evaluate information from multiple sources, decompose high-level information into detailed process flow/requirements
  • Proactively communicate and collaborate with external and internal customers to analyze needs and requirements and deliver the following as needed: functional requirements, business requirements, use cases, design review, code review, and report design

Responsibilities:

Responsible for development in custom systems used for user interaction, data capture, data analysis and reporting.

Director of IT Enterprise Services - Apple Valley, MN

SUMMARY

The Director of IT – Enterprise Services is responsible for actively partnering, across all aspects of Questar. This includes internal functional units and customer-facing infrastructure, developing innovative solutions and services that maximize the use of technology and while enabling efficiency potential within Questar. With a focus on continuous improvement, this role is responsible for driving improvement measures across areas the organization while promoting a fun, results-oriented environment.

The ideal candidate will showcase business acumen, process and operational mindset, troubleshooting skills, significant technology experience (insourced, outsourced, SaaS) and an ability translate user and business needs into impactful technology solutions.

This position works closely with business leadership from across the operational and functional areas of the company. The Director of IT – Enterprise Services is considered a leader for best practices and standards within the technology and service teams and provides direction and best practices to other cross-functional roles.

The Director of IT – Enterprise Services reports to the Chief Technology Officer (CTO).

Responsibilities:

Technology and Vendor Management:

  • Model a collaborative style that emphasizes teamwork, values the contributions of each team member, and encourages participation in achieving results for the organization and its customers.
  • Deliver technology services and support to provide performance and scalability across a wide range of infrastructure and applications through the strategic balance of on premise, off premise, and hybrid cloud solutions.
  • Responsible for the continuous monitoring and automation of key technologies throughout IT in order to provide predictive performance, stability, and experience for all internal and external customers.
  • Responsible for the continuous refinement of enterprise level SLAs, metrics, and KPIs which are used to track and hold the organization accountable for the delivery of customer experience results. Develop and support the ability for infrastructure to scale to meet business demands including: performance and load testing, on premise, off premise, and hybrid infrastructure and application support, event management, and cloud management.

Corporate Systems:

  • Manage and develop a robust technology footprint for the corporate systems infrastructure (including on-premise, cloud, SaaS). Systems and applications include support for: Human Resources, Finance, CRM, and other corporate shared services.
  • Stand up the organization’s business architecture discipline and create a prioritized roadmap for the technological enablement and operations of critical corporate systems
    • Product development roadmap owned by product management and product development teams.
    • Business systems roadmap (needs, budget, timelines) co-owned by Director of IT – Enterprise Services and Finance team.
  • Plan, implement and support process and technologies for call center supporting external clients.
  • Plan, implement and support process and technologies to for staff hardware/software/telephony.

IT Services and Relationship Management:

  • Become a trusted partner and consultant to organizational leadership in order to ensure that technology infrastructure and systems scale to meet and anticipate the needs of the organization’s growth.
  • Display excellent communication skills by being able to converse with technical and non-technical people; write concise and clear reports; and make effective presentations.
  • Lead through measurement – Develop a fundamental core of accountability through the use of metrics and KPIs. Gather functional and non-functional requirements from functional business units (internal clients)

  • Perform formal market analysis of available technology solutions

Infrastructure and Security:

  • Manage and develop a robust technology infrastructure for external clients (including on-premise, cloud, SaaS). Systems and applications include support for state and district education administrators, teachers and indirectly students. Experience with .NET/SQL environments a must.
  • Responsible for remote automated monitoring and escalation protocols for 24/7 support of technology systems.
  • Responsible for database support and maintenance including business intelligence needs of various internal/external users.
  • Develop and refine effective disaster recovery policies and standards; this includes the development of plans and procedures to ensure that business-critical services are recovered in the event of a declared disaster.
  • Lead the development and management of an enterprise wide information security program in order to ensure that information assets are adequately protected to insure consistency with regulatory and compliance requirements.
  • Functions as the Chief Information Security Officer (CISO) for the organization.

QUALIFICATIONS

Required:

  • 10+ years of progressively responsible IT leadership and technology experience
  • Proven history of being able to innovate and adapt in a highly regulated and changing industry.
  • Bachelor’s degree required, Master’s degree preferred

Senior Application Architect - Apple Valley, MN

SUMMARY

The Senior Application Architect is responsible for actively partnering, across all aspects of technology projects for Questar. As a Lead Architect, this individual will be a member of a highly visible team that is responsible for helping transform our organization by creating, evolving, and driving the implementation of the technology roadmap, support solutions architecture for client implementation project, support the skill development of our technology staff and meaningfully contribute to ongoing process improvement in regards to all technology projects.

This position has ownership of a view (Application, Data and release management) of the overall application architecture and works with the other technology staff to create the overall architecture vision for Questar systems. The position is responsible for defining the architecture principles, tooling and best practices for that view and ensuring applications adhere to those standards. In addition, this position is responsible for maintaining a set of plans that enable the product roadmap align the overall technical architecture with Questar’s business goals and customer timelines.

The Senior Application Architect must possess a deep technical skill (.NET, MVC, SQL, Web Services, and the Modern Web) along with excellent business acumen and leadership skills to collaborate with business partners and team members.

The ideal candidate will showcase a process and operational mindset, troubleshooting skills, significant technology experience (internally developed, offshore developed, data integration with outside systems, industry standards based, highly regulated industry constraints and modernizing legacy systems/technology) and an ability rapidly translate client needs into impactful technology solutions.

This position works closely with leadership from across the client-facing, operational and functional areas of the company, but primarily with Questar’s technology staff (internal and offshore) through thought-leadership, solutions architecture, standard setting and code reviews.

The Senior Application Architect reports to the Director of Product Development, but also works closely with the Director of Web Development for client implementations team.

Responsibilities:

Technical Leadership:

  • Lead architect for all application development, product development and client implementations.
    • Primarily a Microsoft-based technology stack, expertise with .NET and SQL a must for this role. Experience with Telerik reporting framework a plus.
    • Questar products and services need to serve clients using multiple platforms (windows, mac, linux), browsers (Chrome, Safari, IE, etc) and devices (iOS, Android, Chromebooks)
  • Deliver applications which provide performance, scalability and data privacy/security.
    • Experience with high-volume concurrent transaction systems a must.
    • Experience with a highly-regulated industry a plus (ie: Education, Healthcare, Financial Services)
  • Set the technology direction used in all product lines.
  • Perform research and development activities to support the evolution of products.

  • Provide thought-leadership to elegant solutions to product roadmap feature needs as well as current/future client requirements so that the technology team can effectively define, design, develop those solutions in a cost-efficient manner in a predictable timeframe.
    • Experience with providing multiple solutions with various cost and timeframe implications a must to meet our client needs and project constraints.
  • Ability to conceptualize technology solutions with varying amounts of requirements, utilizing existing capabilities and in a consultative manner steering internal/external client needs to an elegant solution that’s cost-effective, achievable in necessary timeframes and supportable long-term as a cohesive technology ecosystem.

The Senior Human Resources (HR) Business Partner serves as a consultant to leadership on Human Resources related issues including employee relations, compensation, benefits, compliance/regulatory, etc. The Senior HR Business Partner communicates needs proactively within the HR department and Questar leadership, seeks to develop solutions, and formulates partnerships to deliver value-added services to leadership and employees that reflects the business objectives of the organization. Responsibilities:

Generalist:

  • Provides day-to-day direction to respective department leadership on employee relations issues to include policy and procedure interpretation, performance management, employment-related investigations and adverse employment actions.
  • Works closely with leadership and employees to improve work relationships, build employee engagement, and increase productivity and retention.
  • Investigates and resolves new or ongoing employee relations problems; anticipates and averts problems whenever possible, develops, recommends, and initiates appropriate steps for resolution. Responds to external complaints filed from EEOC, civil suites, etc.
  • Conducts effective, through and objective investigations surrounding issues of working conditions, harassment allegations, policy violations, behavior issues, disciplinary actions, and employee and applicant complaints. According to circumstances, seeks legal counsels; provide guidance and recommendations for problem resolution to departmental leaders and individuals.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, ensuring legal risks and ensuring regulatory compliance. Partners with the members of HR team and/or legal counsel as needed/required, e.g. AAP Reporting, EEO-1, etc.
  • Analyzes trends and metrics in partnership with HR team members to develop solutions, programs and policies. Participates and collaborates with departmental staff in the development and implementation of Human Resources initiatives.
  • Administers the company compensation program; performs survey analysis, administers the performance management process, develops position ranges, and communicates pay information to People Managers.
  • Identifies training needs for departmental areas and individual coaching needs; participates in evaluation and monitoring of success of training programs. Follows-up to ensure training objectives are met.
  • Conducts new employee orientation by delivering information on Company-specific information, such as culture, organizational structure, policies, etc. to new employees. Updates the PowerPoint presentation with updated information as required.
  • Performs various research projects and/or special projects, such as updating policies or job descriptions, developing the AAP, performing compensation surveys and developing ranges, managing the performance management process, etc., conducts on-going research and reviews against in-use information to ensure continued compliance.
  • Receives, reviews, and processes new hire, termination and other status change paperwork received and forwards to Payroll/HRMS for data entry. Follows up with respective leader as needed for incomplete paperwork and/or information.
  • Conducts exit interviews and makes recommendations to leadership for corrective action and continuous improvement.
  • Receives unemployment claims filed by employees. Prepares and submits rebuttal information to state agency by due date, requests reconsideration of chargeable unemployment benefits and attends hearings as required. Consults with employee’s supervisor for details regarding the employee’s employment or termination and its competition.
  • Maintains an effective level of business literacy about the organization’s financial position, its mid-range plans, its culture and its competition.
  • Maintains confidentiality of sensitive and confidential information.

Recruiting:

  • Proactively partners with department leadership to determine staff hiring needs and formulates effective and efficient approach to meet those needs.
  • Identifies employee recruitment strategies/programs and drives recruitment process for assigned departments/roles.
  • Works with leadership to coordinate staff additions, moves, and changes to include processing new requisition forms.
  • Partners with department leadership to formulate recruiting plans for open positions and reviews resumes, conducts screening interviews, schedules appointments for leader to meet with candidates, makes offers of employment, and conducts reference verifications depending on the position as needed. Provides detailed information to Payroll/HRMS to initiate payroll, benefits, and HRMS-related set up.
  • Works in partnership with department leadership to improved applicant quality, cost per hire and time to fill, when possible.
  • Consults/advises department leadership regarding sourcing, to include sources for diversity as to equal opportunity/affirmative action employer.
  • Maintains relationship with 3rd party temporary help vendors.
  • Administers web-based recruiting and sourcing tools.

QUALIFICATIONS

Education Requirements:

  • Bachelor’s degree in human resources, business, or related field. Experience may be substituted for part of educational qualifications as appropriate.

Minimum Experience, Knowledge, Skill and Ability Requirements:

  • Eight plus years previous human resources generalist experience; education services experience helpful.
  • Prior application of recruitment techniques and best-practice methods including behavior-based interview methods.
  • Solid understanding of human resources functions and principles relating to employee relations, benefits, compensation and workforce planning.
  • Applied knowledge of employment-related legal requirements; including ADA, FMLA, FLSA, EEO, AA, etc.
  • Demonstrated ability to exercise discretion and independent judgment when performing assigned duties.
