Manager of Research and Development and a Lead Psychometrician
Dr. Joseph Orban is the Manager of Research and Development and a lead psychometrician for Questar Assessment, Inc. He provides leadership in the areas of research, test development, psychometrics and statistics, and assessment and training support for Questar’s staff and clients. This leadership includes the design and development of testing programs and special studies, psychometric consultation for research projects, and representation of Questar on technical and policy committees relative to client activities. He has experience with test construction, standard setting for high stakes tests both with the bookmark method for regular assessment and body of work for alternate assessments, test equating and item scaling, and both classical and IRT test scoring.
Dr. Orban has 28 years of experience in the testing industry; including expertise in multiple aspects of psychometrics, research, applied psychology and testing and assessment. His experience includes Educational, Clinical, Certification and Industrial testing as well as the technology used to create, deploy, score and manage test information. He served as the lead vendor Psychometrician on the 4 hour test battery for staffing the newly created Transportation Security Administration in 2002.
He is a member of the American Educational Research Association, the National Council on Measurement in Education, the Association for Computing Machinery, the American Psychological Association (including APA Divisions 5 and 14) and the American Psychological Society.
Previously, he worked at Vangent, Inc., Pearson Performance Solutions, NCS (National Computer Systems) and McGraw-Hill London House in applied psychometrics, R&D and assessment technologies. Since 2003, Dr. Orban has served as an Adjunct Associate Professor at the University of Maryland University College and in the 1980s was at DePaul University as faculty member in the Department of Psychology where he developed and taught the PhD program in Industrial/Organizational Psychology including advanced research methods and psychometrics.
