Canda Mueller, Ph.D.

Assistant Vice President, Psychometrics

Dr. Canda Mueller is the Assistant Vice President of Psychometrics at Questar Assessment, Inc. She provides leadership in the areas of research, test development, psychometrics, and assessment and training support for Questar's staff and clients. She oversees design and development of testing programs and represents Questar on technical and policy committees relative to client activities. She has experience with test construction, standard setting, test equating and scaling, as well as both classical and IRT analysis.

Dr. Mueller has a wide range of experience in psychometric consultation with state departments of education and brings knowledge of large-scale assessment to Questar that spans both the vendor and the client side and will be invaluable to our partners as we design, develop, and implement assessment programs and research studies.
 
Previously, Dr. Mueller served as a Psychometrician at Pearson, where she was responsible for consulting with state departments of education on standard setting, field-test items, form development, and conducting complex statistical analysis. Previously, Dr. Mueller held the position of Program Manager and Psychometrician for Applied Measurement Professionals where she managed multiple programs and provided psychometric assistance to these clients in developing certification assessments. She also served in district and state assessment positions including Director of Assessment and Evaluation for Salina Public Schools in Salina, Kansas, and NAEP Coordinator for the State of Kansas.
 
Dr. Mueller earned her Bachelor of Science degree in Mathematics from Southwestern Oklahoma State University and both her Master of Arts degree in Mathematics and Ph.D. in Educational Psychology from the University of Kansas.
