We are seeking experienced SENIOR PROGRAM MANAGERS to direct educational assessment programs that surpass client expectations and provide clients with the highest quality solutions to their toughest problems.
 
Roles and Responsibilities:
  • Manage one or more complex programs and cross-functional teams by providing oversight of scope, budget, scheduling, internal and external meetings, communications, and overall client satisfaction.
  • Guide all phases of the assessment program including planning and scheduling, item and test development, materials development and printing, packing and shipping, collection, scanning and scoring, performance scoring, psychometric analysis and reporting.
  • Lead and/or participate in process improvement initiatives, including policy and procedure creation, strategic and operational planning, and other related activities.
  • Responsible for participating in the development of new business through the generation of winning/workable solutions and proposals, delivery of high performance solutions and services, expansion of existing accounts, and effective management of relationships.
Required Qualifications:

  • 8+ years direct experience managing complex programs with demonstrated track record in planning, program and financial oversight, customer relationship management, and contract negotiations.

  • Demonstrated ability to work with others, including outside customers and internal staff and to design, plan and deliver solutions. Demonstrated ability to lead, motivate and ensure the work quality of cross functional teams in a matrix environment.

  • Experience in developing program requirement specifications including business rules, deliverable requirements, and scope and cost models.

  • Demonstrated ability with developing and managing multi-year program schedules.

  • Experience in budget management, analyzing cost effectiveness, and implementing cost controls.

  • Experience in change control, impact assessments, risk management, and conflict resolution.

  • Demonstrated experience in presenting program reviews to senior management and high-level customers. Effective and engaging presentation skills for both large and small groups.

  • Ability to travel for days or weeks at a time for customer meetings and workshops.

  • Must be adaptive, goal-oriented and action-focused, pragmatic and self-disciplined, perform well under tight deadlines, and able to direct multiple projects and people simultaneously.

  • Must have excellent written and verbal interpersonal, listening, and communication skills with the ability to inspire others to find creative solutions to challenging situations or problems.

  • Fluency with MS Office applications including Project, Excel, Word, Outlook, and Visio.

  • Passion for providing educational assessment services.

  • BA/BS in a Project Management, Finance, Economics, Business Management, Computer Science, Logistics, or Education related field.

  • PMP Certification required.

Preferred Qualifications:

  • Previous experience working with large-scale custom state assessment programs; or educational publishing.

  • Experience working with state departments of education, school districts, and other educators.

  • Experience managing fixed-price programs with P&L responsibility.

  • Successful experience in hiring, supervising, training, and mentoring staff.

  • Previous experience in business development role utilizing consultative selling skills and developing responses to proposals.
